Googled and found this Empathy FAQ

Points to Ubuntu Personal Package Archive with an Empathy package which includes MSN support here ==> https://launchpad.net/~telepathy/+archive/ppa/

However I am getting a "503 Service Unavailable. No server is available to handle this request."

So hopefully it will work soon and I can get my MSN Video going.
